Presentation on the Promise Neighborhood initiative by Sh'Kur Francis, Program Director of the Promise Neighborhood.



Points to Consider:

Promise Neighborhood is a unique partnership committed to doing whatever it takes within a 6.2-mile area that comprises the Clinton Elementary school attendance zone and some of the most impoverished neighborhoods in South Carolina.  The initiative is structured to empower, strengthen, engage and educate families through restoring community pride and ensuring educational success for every child from birth to college.

Modeled after the dynamic Harlem Children’s Zone (NY), the Promise Neighborhood project is a pipeline of programs beginning at birth, continuing through graduation/career for everyone in the Clinton to AR Rucker Middle to Lancaster High attendance zone – the most impoverished section of Lancaster County. 

The initiative to break the cycle of poverty is funded by a $28.3 million Department of Education grant, over five years, and numerous local organizations and donors.

What is the Promise?

The promise is staggering, but attainable

  • All children will enter school ready to learn;
  • All children will meet standard in all subjects;
  • All children will graduate on time; and,
  • All children will enroll and complete college or technical college
