Agenda Item Summary

Ordinance # / Resolution #: N/A
Contact Person / Sponsor: Sherrie Simpson/Clerk to Council
Department: Administration
Date Requested to be on Agenda: 3/13/2023
Council Action Requested:

Council is asked to provide feedback on whether the County would be interested in installing a Charters of Freedom setting in Lancaster County. These settings are replicas of the displays of the founding documents as seen in the National Archives in Washington, DC. These settings are built to last approximately 300 - 500 years.

Points to Consider:

The mission of Foundation Forward is to teach and preserve American history and civics, so that everyone will know that our governement is meant to serve and protect We the People. The founding documents included in the setting are the Declaration of Independence, the United States Constitution, and the Bill of Rights. Counties can also include the Emancipation Proclamation and the Women's Bill of Rights.

The Foundation's long-term goal is to place Charters of Freedom settings in as many communities as possible over the next 10 years. They want to bring these documents to local communities in life-sized replicas of the settings in the National Archives because they realize not everyone can get to the nation's capital to see these documents.

They ask that the setting be placed in a location central to the community, with high visibility, high foot traffic, and easy access for schoolchildren and veterans.

Funding and Liability Factors:

The project funding will be discussed during the Council presentation.

Recommendation:

Council is requested to provide feedback on this potential project.
