Receive information and provide feedback on the components and costs for the proposed Detention Center project. 



Points to Consider:

Chad Catledge will provide an update on the proposed Detention Center project outlining the components of the core facility, as well as addressing number of cells to be included, square footage of the facility, site suitability, key Department of Corrections facility standards for classification of inmates and accreditation, future expansion opportunities, construction materials and cost.  

 

Understanding the 45 year-old nature of the current Detention Center and outdated features and components, plus the capacity constraints, the presentation will outline the need for a new detention center and limitations of renovating or expanding at the current detention center site.  



Funding and Liability Factors:

The project design is estimated to cost $90 million.  Partial funding of $30 million was approved for the Detention Center through the voter-adopted Capital Projects Sales Tax 3 process, with the assumption that remaining funding would be included in a Capital Projects Sales Tax 4 package.

 

The County has $12 million on hand from excess funds from the Capital Projects Sales Tax 2 package that has already been committed by County Council to the Detention Center project.

 

County Council will receive information and proposals to structure the financing of the Detention Center using funds from the various Capital Projects Sales Tax packages from the County's Financial Advisor and Bond Counsel at the March 15 COW meeting. 

 

The financing proposals will outline a funding strategy that does not increase the County millage rate, allows bonding capacity for general obligation bond-related projects and maintains the County's sound financial position.
