Council Action Requested:

Application by Advanced Engineering Services LLC for a Conditional Use Permit for Minor Maintenance and Repair (Auto) at location 4138 Doby’s Bridge Road (TM# 0013-00-015.00), for the purpose of developing an automated car wash.

 

Proposed conditional use permit for TM# 0013-00-015.00 for a proposed automated car wash and vacuum stall facility. Use would replace the existing Gate gas station and associated convenience store and accessory car wash.



Points to Consider:

The proposed Tidal Wave Auto Spa is required to obtain a conditional use permit even though it is replacing an existing minor maintenance and repair use. This is because the existing Gate Station was approved under a prior UDO that did not require a conditional use permit. If the Gate Station was approved under the newer UDO which requires a conditional use, the proposed auto spa would not need to go through the conditional use process. 

 

The proposed auto spa is removing an access point off 521, decreasing the total impervious surface area of the site, and removing a gas station off the 521 corridor.

Recommendation:

The Conditional Use Permit received a unanimous recommendation for approval at March's Planning Commission meeting. The Planning Commission also clarified that one of the only reasons why they are recommending approval for an automotive use in this area of the County is the existing use on the site is automotive.

 

The Planning Commission did discuss how the site is currently used as a cut-through between 521 and Doby's Bridge Road. The conditional use plan does remove the site direct access from 521, requiring access to be provided via Doby's Bridge Road or from the adjacent Plaza and its access to 521. Staff did note that they will discuss the concept of speed tables throughout the plan to mitigate the site as a cut through at TRC. 

 

Staff also recommends approval of the Conditional Use Permit for the Tidal Wave Auto Spa.
