Council Action Requested:

Authorize the final architectural drawings and schematics to produce bid documents for a new $90 million Detention Facility.



Points to Consider:

The SC Department of Corrections has communicated its concern for deficiencies at the Lancaster County Jail and the Sheriff has diligently been working on the design and details to build a new detention facility.

 

County Council has approved the purchase of land for a new Detention Facility and authorized the hiring of architect and construction management firms to design and build a new jail.

 

The Sheriff and construction team have made several presentations to County Council on the features, components and general details for a new Detention Facility for Lancaster County.  Several Councilmembers also accompanied the Sheriff on a tour of the Horry County Detention Facility.  

 

The last Detention Facility presentation in March 2023 highlighted a $90 million dollar facility and a installment revenue bond financing plan to utilize Capital Project Sales Tax proceeds to finance the new Detention Facility.

 

This authorization will allow the Sheriff to move to the final design and schematic details phase to prepare bid documents to ultimately get the project out to bid and to the construction phase within the next 12 months. 

 

This authorization will allow the Sheriff to have plans for a facility that can be built to the Sheriff's specifications for $90 million or less, depending on construction market conditions.
