Whether or not to approve a South Carolina Rural Infrastructure Authority (RIA) grant award for 18 road drainage improvements.
Points to Consider:
Lancaster County has received a grant award in the amount of $8,169,699. This grant award is a State award from the South Carolina Rural Infrastructure Authority (RIA) for 18 road drainage improvements, that was provided from ARPA federal COVID funds.
The grant requires a 25% local grant match.
The Project period is from April 24, 2023 - June 1, 2026.
Funding and Liability Factors:
The total project costs are $10,892,932.85. The grant award is $8,169,699.65 and the match required will be $2,723,322.21.
Four of the projects are in the Stormwater service area (Ander Vincent, Millstone Branch, Pursuit Lane, and Smith Road) and $399,168.63 will come from the Stormwater Fund.
The remaining local match of $2,324,064.58 will come partially from CTC funding, but primarily general fund fund balance over the next two years and be included in the grant match fund line item.
Recommendation:
Staff recommends approval of the grant match.
