Issue for Consideration:
To either approve or deny proposed Conditional Use for a car wash.

Points to Consider:

The property was rezoned from the Mixed-Use Zoning District to General Business Zoning District earlier this year (Ordinance No. 2023-1839).

 

The property is located a quarter mile away from an existing car wash at the Havoline Xpress Lube. The proposed site is also within 1 mile radius of 11 pre-existing minor maintenance and repair facilities. These include car washes, oil change facilities, and repair shops.

 

The proposed plan includes a 5,000 sq ft "future office building". It is unclear if this structure and associated parking lot would be constructed in tandem with the proposed car wash.

 

The applicants have submitted an original and revised site plan. The second plan is closer to compliance with the Lancaster County UDO but is still missing key points. 



Recommendation:

The submitted plan does not currently meet the County requirements for a car wash facility. Any vote for approval of the car wash should include a condition to address all outstanding staff comments.
