Council Action Requested:
Adopt an ordinance to provide for rules and regulations related to County parks and recreation areas and/or facilities in the county to provide for the security and general welfare of the citizens of Lancaster County.
Points to Consider:
The ordinance has been edited to address changes discussed by County Council before the postponement of the first reading to reflect language from state statutes regarding firearm possession and disorderly conduct, plus it references the current County Code related to noise violations.
Given the increased use of County parks and recreation areas and/or facilities, clarification of the rules and regulations related to the parks and recreation areas and/or facilities is needed to give the citizens as well as law enforcement and County staff a better understanding of what is not permissible on county property. This clarification will help the County to ensure that Lancaster County's parks stay safe, clean and enjoyable for everyone.
Situations have arisen over the years, primarily at parks and recreation areas and/or facilities, which staff and law enforcement have struggled to address due to the lack of codified rules and regulations. Given the many sports and summertime activities in our parks and throughout the County's recreation program, this updated ordinance will clarify behavior that staff can address and the Sheriff's Office can enforce.
