Their reasoning was based on the potential noise created by outdoor auctions, and they recommended a conditional use based on the definition: "Conditional Uses are uses which are generally compatible with other land uses permitted in a zoning district but which, because of their unique characteristics or potential impacts on the surrounding neighborhood and/or the County as a whole, require individual consideration in their location, design, configuration, and/or operation at the particular location proposed." The Lancaster County Planning Commission held a public hearing on August 15, 2023 and there were no comments from the public. The Planning Commission made a recommendation to approve the proposal, changing the use from allowed with review to a conditional use, including the condition that operating hours for auctions are 8:00 a.m. until 6:00 p.m. The motion carried 6-1.
