Council Action Requested:

Approve appropriating $120,652 as the local match contribution for the Bipartisan Infrastructure Law (BIL) - Airport Terminal Program grant to support construction of a new airport terminal and receive federal BIL funds for the airport terminal project..  



Points to Consider:

In Winter 2023, the County was notified that we would be eligible for up to $3 million in federal grant funding through the Bipartisan Infrastructure Law -- Airport Terminal Program for the construction of a new airport terminal.

 

Through many discussions with FAA staff about what portion of the airport terminal project would be eligible for the Federal funds, it was determined that $2,413,031.42 of the airport project would be eligible for federal funding through the BIL program. 

 

The grant funding stipulates that there must be a local match of 5% of the total eligible amount, which equals $120,652.

 

The FAA will send a grant agreement on approximately September 12, 2023 for execution to be finalized before the end of the federal fiscal year, which is September 30, 2023.



Funding and Liability Factors:

In January 2023, Council received a presentation outlining a total new airport terminal AND lighting vault project cost of $5.92 million, with several sources of funds helping to pay for the terminal and lighting vault project from other federal funds, plus state aeronautics commission funds and county funds.

 

There has been some additional tweaks to the building design, related to roof drainage and gutter work, plus some cost escalation in the terminal vault project and proposed changes to the scope of work and costs for the terminal building.

 

Now that the federal grant amount is known, a new funding outline can be developed, plus Council will be asked to review cost escalation and scope of service changes before a notice to proceed will be issued. 

 

An updated project funding outline along with outstanding issues to be addressed before construction begins will be part of a presentation to the County Council at the September 13 Committee of the Whole meeting.  The presentation will also include a timeline for construction completion.
