Council Action Requested:

Per the Health and Wellness Commission’s guiding ordinance, number 998 (which is attached), in Section 6, D. Section 2-339 (d) .. “ The commission shall be empowered to seek available funding (i.e., grants) for specific activities with prior approval of county council only."  This information is found on page 8 of 14. Therefore, this grant application has to be approved by Council prior to submission. 



Points to Consider:

The Committee's school-related campaigns and programs work group would like to apply for a grant that would help to address smoking/vaping in the schools. This grant would be in partnership with the Lancaster County School District (LCSD).

 

This grant would be a vital part of the Commission's work to combat smoking/vaping in LCSD schools. In February of this year, a spokesperson for LCSD said, "Leaders are catching kids smoking e-cigarettes inside schools about 10 to 12 times every week."

 

The grant is through the South Carolina Center for Rural and Primary Healthcare. Please see below for information about the grant timeline and purpose:

Application Due Date: November 1, 2023

Earliest Anticipated Project Start Date: January 1, 2024

Award Range: 4-6 Awards of up to $200,000

Maximum Total Amount Awarded: $800,000

Cooperative Agreement Timeline: up to 2 years (Jan 1, 2024 – Dec 31, 2025)


Purpose of the Connecting Communities to Care Cooperative Agreement Program: The South Carolina Center for Rural and Primary Healthcare (CRPH) supports  the vibrancy and resiliency of rural communities in South Carolina; however, CRPH also recognizes the health challenges and inequities faced by rural and underserved populations in our state. In an effort to support communities addressing these challenges and building upon promising or successful programs, CRPH has established a funding opportunity to engage community partners to build more equitable and resilient  systems that better serve rural and underserved groups.

The Connecting Communities to Care Program seeks to support community health improvement programs that connect people to health-related and healthcare services to address rural health disparities. CRPH is interested in programs that identify and implement community-driven solutions and best practices that can be adopted by other rural communities, expanded into a larger context, and/or inform public policy. . .

The grant could be up to $200,000.
