Points to Consider:

As part of the State of South Carolina's Budget for Fiscal Year 2023-2024, additional funding was provided for salary supplements for full-time Magistrate Judges in the amount of $10,000 per year per full-time Magistrate.  Salary supplement funding was also provided for Coroners and Registers of Deeds in the amount of $15,000 per year for each of the two positions.  Coroners and Registers of Deeds already receive a yearly salary supplement from the State and the corresponding dollar amounts reflect the difference between the dollar amounts currently budgeted based on their previous supplement amounts and the new supplement amounts.  Magistrate Judges have never received a yearly salary supplement from the State prior to the Fiscal Year 2023-2024 State budget.

 

Additionally, the County has been approached with a private donation to be used for public safety support in the amount of $107,500. An amendment is necessary to budget these funds as specified by the donor. 

 

Lastly, $14,000,000 in excess revenue currently in the Capital Project Sales Tax 2 fund is to be transferred to Capital Project Sales Tax 3 fund for the purpose of constructing a new Detention Center. A budget amendment is necessary in order to show the funds moving from CPST 2 to CPST 3. 



Funding and Liability Factors:

This action will allow staff to amend the Fiscal Year 2023-2024 budget to account for the identified supplemental revenue, the private donation, and the inter-fund transfer. 



Recommendation:

Approve Ordinance 2023-1876.
