• Per Planning Commission’s Conditional Approval all outstanding comments were to be resolved prior to August 19^th, 2023 (60 days from the PC meeting date);

• Revised Preliminary Plat was submitted on October 2^nd for staff review;

• There are still outstanding TRC comments from Planning and Fire,

• Planning staff has not been provided with any form of approval from Lancaster County Water and Sewer for this phase.

• The only significant change to the design of the plat since the last review is the removal of a road segment connecting Street B to Street C.

• TRC comments were distributed to the applicant on October 30^th, 2023. Staff has received no revised plan or response to comments at this time (November 14, 2023).

Staff recommends denial of this Major Preliminary Subdivision Plat request pursuant to the following findings of fact:

1. At the June 20^th, 2023 Planning Commission meeting Planning Staff recommended Conditional Approval;

2. The condition of approval imposed was the Resolution of outstanding TRC Preliminary Plat comments within 60 days of the June 20^th meeting (Planning, Fire, and LCWSD);

3. At time of publishing of this report (November 14, 2023) there are remaining outstanding comments from Planning, Fire, and LCWSD.
