Council Action Requested:
Council is being asked to amend the County Code to coincide with the Intergovernmental Agreements (IGA) for Heath Springs and Kershaw.
Points to Consider:
The South Carolina Local Government Comprehensive Planning Enabling Act requires both the County and the Municipality to adopt the IGA by ordinance.
This Ordinance has two companion ordinances: 2023-1883 (IGA with Heath Springs) and 2023-1884 (IGA with Kershaw).
As part of the IGA's, the Towns of Heath Springs and Kershaw agree that the current membership formula, adopted rules of organizational procedure, and administrative support apparatus, for the Planning Commission is acceptable and shall remain unchanged.
The Ordinance designates the duties for the Planning, Building, and Zoning Departments.
Funding and Liability Factors:
These changes may require additional staff in the future to provide the planning, building and code enforcement services desired for the growing county.
Recommendation:
Adopt the Ordinance.
