Council Action Requested:

To revise the currently adopted CIP to include 32 new and final project requests and to adopt the CIP as amended.

Points to Consider:

The Elected Officials and Department Directors submitted various infrastructure, equipment, and vehicle requests as part of the FY25 budget development process for inclusion in the 2021-2031 Capital Improvement Plan ("CIP").  The capitalization threshold for inclusion in the CIP is $5,000.  Finance staff received and reviewed 32 CIP project requests, which totaled $22M.  

 

The Lancaster County Planning Commission reviewed the 32 CIP project requests for alignment to the provisions of the current Comprehensive Plan and related Planning documents.  The ranked projects align with the majority of objectives in the current Comprehensive Plan document.

 

The Lancaster County Planning Commission voted unanimously to recommend the new projects for inclusion in the CIP.  See attached FY25 Capital Improvement Plan: Projects Requested for the Lancaster County Planning Commission's project ranking. 

 

Planning Staff advertised tonight's Public Hearing in the Lancaster News on March 30, 2024.

 

The attached amendment to the current CIP includes the existing CIP projects scheduled for funding in FY25 and all the NEW project requests, including the rank order, as recommended by the Lancaster County Planning Commission.  



Funding and Liability Factors:

The Capital Improvement Plan is funded using a variety of revenue sources including, but not limited to, County debt, the Capital Improvement Millage, and Fund Balance or reserves.



Recommendation:

Approve the 2021-2031 Capital Improvement Plan as amended.
