Council Action Requested:

Adopt resolution restating the County wants to provide health coverage for County Councilmembers under the PEBA health insurance benefits program.

Points to Consider:

The County has participated in the PEBA state benefits health plan since 1992, which includes health insurance coverage for County Councilmembers.

 

At the March 2024 PEBA Board meeting, the Board amended the definition of the term "employee" for the purposes of eligibility to participate in the state insurance benefits program. The amendment allows councils of participating counties and municipalities to exercise a one-time, irrevocable option to exclude their councilmembers from the definition of "employee."

 

This resolution reaffirms that Lancaster Councilmembers will continue to be eligible for health insurance coverage through the County under the PEBA system.

 

This action has to be taken by July 1, per the PEBA directive.
